Risk identification and assessment of an LNG regasification facility

Abstract


This describes preparatory risk identification for an onshore LNG receiving terminal of approximately 10 mtpa. In this paper, we describe the LNG regasification process, and the risk identification, assessment and management concepts described by the ISO 31000 international risk management standards. The example in the paper, which is based on a project in East Asia, will walk you through the identification of key uncertainties, including commercial, geopolitical, environmental, technical, and project risks, as well as the methodology, used. We then describe the assessment and risk prioritisation workshops that were held and the resulting outcomes.

Biography


Peter Cockcroft has an unusual combination of technical excellence, strategic and corporate experience, which when coupled with his international hands-on operational background, would be an asset for any company. He has held executive positions with BHP, Shell, Premier Oil, Fletcher Challenge Petroleum, amongst others. He has also worked with the National Oil Companies of Indonesia (PERTAMINA) and Korea (KNOC), was energy advisor to the President of Timor-Leste for five years, a visiting research fellow for the Institute of South East Asian Studies (2004-2007), has advised the Singapore Stock Exchange (SGX), and was on the board of advisers of Proteus Energy, a company specialising in marginal field developments in California, from 2007 until 2013. He is the former founder Director of Kuwait Energy Corporation, one of the leading Middle Eastern private oil companies, as well a Board Director of other public companies in Australia, Indonesia, India, and United States, and appointed chairman of the board in four of these companies.
